  • Twin Earth and the Failure of Narrow Functionalism

    The philosopher Hilary Putnam asked us to Imagine a planet almost exactly like Earth, with one odd difference. The clear liquid in its rivers, lakes, and drinking glasses looks and tastes like water, and the inhabitants even call it “water,” but its chemical composition differs from ours. Earth’s water consists of H₂O; the other planet’s liquid consists of something else, which we will call XYZ. Putnam named this hypothetical planet Twin Earth.

    Set the story in 1750, before anyone on either planet knows the chemical composition of the local liquid. An ordinary person could not tell H₂O from XYZ by looking at a glass or taking a sip. Both populations use the word “water” confidently, without knowing what their respective liquids consist of.

    Now introduce two identical men: Oscar on Earth and Twin Oscar on Twin Earth. Suppose their brains carry out exactly matching internal processes. Their memories and associations have the same internal patterns; the same kinds of sensory signals lead through the same patterns of reasoning to the same bodily responses. When thirsty, each asks for “water” and reaches for a glass. That is Putnam’s experiment: match the thinkers’ inner workings while changing the substance their lives and language connect them to (1975).1

    Oscar and his twin give matching descriptions of water, but matching descriptions need not pick out the same substance. Each learned the word through contact with the local liquid and a community that uses it to name that kind of stuff. Oscar’s use connects him to H₂O; his twin’s connects him to XYZ. Discovering the chemical difference would reveal that they had been talking about different substances all along.

    Now consider the functionalist theory of mind. Functionalism starts with an insight worth keeping: different physical structures can do the same job. A mechanical pump can move blood without becoming heart muscle; creatures with different brains might likewise share mental states. Minds might be realized in different substrates.2

    Narrow functionalism makes a more specific claim about what makes a mental state the kind of state it is. A belief, on this account, gets its identity entirely from its internally specified causal role: the inputs that produce it, its connections to other states, and the behavior it helps produce. On that account, Oscar and his twin must have the same beliefs: their internal roles match.

    But Oscar and his twin have identical internal states and different beliefs. The point reaches beyond words. Suppose each judges, to himself, “My glass contains water.” Quietly fill both glasses with XYZ, without changing either man’s history or his judgment. Oscar would be mistaken; Twin Oscar would be right. Their matching internal patterns answer to different truth conditions.

    The difference thus concerns their thoughts, not just their words. Neither man needs to know the chemical composition of the liquid to have beliefs about it. Each acquired those beliefs through contact with the local substance and participation in a community that talks about it. What someone believes depends partly on those worldly and social relations, even when he thinks silently. This illustrates content externalism: matching inner processes need not yield matching beliefs.3

    That defeats narrow functionalism as a complete account of these beliefs. The twins share their narrow functional roles. Their beliefs differ. Therefore those roles cannot determine which beliefs they have. Adding internal complexity cannot repair this failure, because the experiment holds that complexity fixed. A more detailed inventory of what the twins share still leaves out what distinguishes them. The narrow theory breaks at this point: it identifies beliefs by features the two men share while leaving out what makes their beliefs different.

    Perception raises the same issue. Before either man judges what his glass contains, he sees a particular glass within reach. What his perception represents depends partly on his relations to that object and on the history of his perceptual capacities. Matching internal processing alone does not fix the complete perceptual content. The point concerns what perception presents, not merely the beliefs we form afterward. It does not follow that Oscar sees H₂O as H₂O, or that the twins’ experiences must look or taste different. That is a different argument.4

    To escape these difficulties, a functionalist account must include the relevant world-involving relations in its defining roles. Wide functionalism allows those roles to include relations to actual substances, objects, and communities, together with the relevant history. A water-belief partly owes its identity to a world-involving role. That does not require a lake to become part of your brain. It distinguishes where thinking happens from what makes it thinking about water.5

    Explaining those world-involving relations, rather than merely naming them, remains the wider theory’s task.6

    A theory of shared internal processing can still explain why the twins reason and act alike. It does not fail because it declines to explain everything. But explaining what they share cannot, by itself, explain what makes their beliefs different.7

    A wider theory must explain how internal organization and worldly relations work together to determine what a thought concerns and what would make it true. Simply adding an external label to an internal process does not supply that explanation. Twin Earth shows what the account must include; it does not provide the account or prove that one will succeed.8

    The choice is consequently sharp. It also bears on strong computationalism: the claim that implementing the right internal computation suffices, independently of worldly relations, to determine the content of a system’s thoughts and perceptions.

    A) Retain functionalism as a complete account of these content-bearing beliefs, and the roles must go wide. Computation may still explain how thinking proceeds, but internal computation alone cannot determine what the thoughts concern. Strong computationalism must surrender its sufficiency claim: a formal program cannot, in itself, fully determine mental contents.

    B) Retain only a narrow theory of processing, and abandon the claim that it fully identifies those beliefs. A computational account of what the twins share may remain useful and correct. What it cannot provide is a complete account of what either twin thinks or believes.

    Oscar and his twin can lift their glasses in perfect unison. They can run through matching internal transitions and speak the same sounds. Yet XYZ would satisfy the twin’s belief and falsify Oscar’s. A theory that calls those beliefs identical has mistaken a match in the functional machinery for a match in what the men believe.

The present reconstruction stipulates matching internal causal-functional organization rather than biochemical identity while replacing all bodily water with XYZ. Matching proximal-input counterfactuals does not require matching responses to every chemically specified distal input: a chemical test can deliver different proximal inputs to otherwise matching systems. Putnam’s aluminum/molybdenum and elm/beech cases (142–44) provide alternative externalist contrasts without relying on identical water-rich bodies. The substituted-glasses variation in the body preserves the speakers’ established reference-fixing histories; it neither transports them into a new linguistic community nor presupposes instantaneous reference change.

His patient mistakenly believes that he has arthritis in his thigh muscle. An internally matching counterpart belongs to a community in which “arthritis” covers a broader range of ailments, including the thigh complaint. The case holds physiological history, proximal sensory intake, bodily responses, and internally described dispositions fixed while varying the linguistic community. The actual patient has a mistaken arthritis-belief, not merely a belief about which word applies; the counterpart’s attitudes concern the broader category. Holding the internal pattern fixed need not hold the belief fixed. Incomplete understanding is essential to Burge’s strategy: competent participation does not require an individually complete definition. The present essay uses this as independent support for mental-content externalism rather than inferring belief individuation directly from a difference in public-word extension. Applying that externalist account to Oscar’s water-belief remains a substantive commitment that an internalist can contest. Describing its subject as H₂O does not attribute knowledge of that formula to Oscar or license unrestricted substitution of “H₂O” for “water” inside belief reports; Burge distinguishes these uses at 1979, 75–76.
    4. In Origins of Objectivity, Burge (2010, 260–62) argues that perceptual individuation depends on patterned relations to actual environmental kinds and particulars, developing the point through perception and tracking of persisting bodies. The glasses example applies that externalist approach to object-directed perception; different objects alone do not constitute a neutral proof against every account of perceptual content. The twins may share a general qualitative content while differing in object-involving content. Nor does a difference between the chemical kinds perceived establish that the experiences represent those kinds as such. Perceptual content externalism therefore requires support beyond Putnam’s argument about natural-kind words and Burge’s 1979 argument about beliefs. The claim about complete perceptual content does not establish phenomenal externalism: a further account must identify which aspects of representational content determine phenomenal character. Likewise, “strong computationalism” in the body names internal computational sufficiency for fixing content, not every computational theory of cognition or the thesis that computation can support genuine thought. The argument establishes no impossibility of artificial perception, understanding, or consciousness.
    5. Narrowness concerns individuation, not a simple anatomical boundary. A role can include bodily organization while excluding content-fixing environmental relations. A theory of internally individuated semantic properties need not avoid every semantic term; it must, however, avoid borrowing the externally fixed content whose reduction is at issue. Conversely, externalist individuation does not entail that external objects constitute parts of the cognitive mechanism. Tye (1995, chap. 7) distinguishes narrow from maximal functional duplication, including relevant external relations. His further phenomenal conclusions require additional premises. This essay addresses belief content and briefly extends the issue to perceptual content; it infers nothing about phenomenal character, machine consciousness, or biological necessity from Twin Earth alone.
    6. Michael Tye’s waiter example occurs in Ten Problems of Consciousness, chapter 1, note 12 (1995, 219–20). Identical arm movements can request different liquids: the behavior differs when individuated by what the action concerns. The example illustrates the difference between narrowly described bodily movements and widely described behavior; it does not reduce intentional action to nonintentional causal relations. Content-fixing relations also differ from accidental token causes. Gin can cause a mistaken water judgment without thereby becoming that judgment’s subject. A successful wider account must explain such error rather than identifying content with whatever immediately causes a token state.
    7. Jerry Fodor’s Psychosemantics (1987, 48–51) characterizes narrow content through mappings of thoughts and contexts to truth conditions. The twins can share this narrow factor while their actual contexts determine different broad contents. A psychology of the shared factor may have genuine explanatory value. Actual broad content is semantically evaluable; the common narrow factor does not itself carry one set of actual truth conditions independently of context. This concession does not identify narrow content with narrow functionalism: narrow content need not receive a functional-role analysis, and its explanatory value does not establish that internal role alone individuates broad belief content. At 82–83 Fodor expressly distinguishes his own proposal from the two-factor functional-role semantics targeted by the coordination objection: his narrow factor lacks independently assigned satisfaction conditions, so it does not generate a competing set that needs coordinating with broad content.
    8. Fodor (1987, 82–83) takes Twin cases to undermine semantics based on internal role alone and raises a further coordination objection to two-factor functional-role semantics. Such an account lacks a mechanism ensuring consistency between satisfaction conditions assigned through propositional interpretations of internal roles and those assigned through world-directed causal connections. Without coordination, one component could assign truth where the other assigns falsity; adding an external factor would then yield conflicting semantic evaluations rather than a coherent repair. He does not present the argument as strictly knockdown (82), and it should not be inflated into a refutation of every integrated wide functionalism. The body’s demand for a coherent joint account states an obligation, not a demonstrated solution. Putnam’s discussion of sociofunctionalism (Representation and Reality, chaps. 5 and 7) also goes beyond a complaint about reductive difficulty: from his internal-realist perspective, the assumed fixed totality of all objects of reference is misconceived (119–20). This historical attribution does not commit the present essay to internal realism. The Twin Earth result is a constraint on functionalism given externally individuated belief content, not a proof that a satisfactory positive wide theory exists.

  • Absent Qualia, Fading Qualia, Dancing Qualia: The World Functionalism Leaves Out

    This essay records a change of mind. For years I did not take David Chalmers’ neuron replacement arguments seriously. Part of my reason was Chalmers himself: he holds them as a property dualist, so he does not read them as showing that experience consists in functional organization at all. Arguments their own author declines to draw the functionalist conclusion from did not look to me like arguments a functionalist could bank. The rest of my reason was mine. I drew no line between wide and narrow functionalism, and I still kept the ghost of Descartes in the house — the imaginary mental furniture of indirect realism, and the extra non-physical property I took experience to add to the physical world.

    I have since let all of that go. Seeing reaches the world itself, with nothing standing in between. Chalmers’ replacement arguments succeed, and they still never reach the question they claim to settle. They leave out the world.

    Look at something red — a wall, a mug, the inside of your eyelid in sunlight. Now imagine the neurons behind that look going one at a time, each replaced by a chip that does exactly what the neuron did. Chalmers built the two constructions that settle what happens into the seventh chapter of The Conscious Mind in 1996, and has spent the thirty years since defending them, cheerfully, against nearly everyone. Functionalism survives them; what does not survive is the narrow, skin-bounded species of it, and with the wide kind I have no quarrel.

    Their target, absent qualia, says a perfect functional duplicate of you might have no inner life at all — lights on, behavior running, nobody home. You cannot refute that by looking: ask the duplicate whether it sees anything and it says yes, because saying yes belongs to the profile you copied. So Chalmers refutes it by building.

    Fading qualia runs the first build. Replace your neurons one at a time with silicon chips of identical causal role, so the whole keeps working at every step. If the finished duplicate were a zombie, the experience had to drain away somewhere along the path, and whoever it drained out of would have to fail to notice. That is the part the picture cannot keep. Hold the fine-grained organization fixed and you hold the noticing fixed with it, since every judgment you make about your own experience belongs to the causal profile that was copied. So the case can never be the one with any grip on us — you, watching the red go and unable to get the words out. It has to be a fully alert mind wired to a washed-out experience it never once remarks on. Cut experience that far loose from its owner’s every judgment about it and you have stopped talking about experience. So qualia do not fade; organization carries them.

    Dancing qualia kills the inverted cousin the same way: wire a switch between your visual cortex and a silicon copy and throw it. If the two ran inverted, your experience would lurch red-to-blue while every word, belief, and reaction held steady, and you would notice nothing. Same absurdity. Chalmers packs both into one principle: fix a system’s fine-grained functional organization and you fix its experience, down to the last shade.1 Granted, all of it. Both constructions work, and I know no repair for absent qualia. Granted in full within their scope, then: carbon to silicon, neurons to beer cans and string, no change of experience from the material alone, in the world where the swapping happens.

    But look at what “hold everything else in place” includes. You vary the stuff of the parts and nail down the rest: the body, the eyes, the red wall, the light, the standing traffic between the being and the colored world. The constructions must hold the world still, since they work inside one head, in one world, letting the subject’s own judgments catch any drift. The fixed world serves as the control, so the license runs narrower than the famous conclusion: not “organization is all that matters,” only “given the world as it stands in any given moment, substrate does not matter.” The world sits inside the given; it never gets a vote.

    Here lies the slip the computationalist charter runs on — the working creed that a mind just is a program, and a program runs anywhere. The creed is no straw man; it has signatories, and has had them from the start. Hilary Putnam wrote its founding sentence in 1967: to be capable of feeling pain just is to possess an appropriate kind of functional organization, spelled out as a machine table and nothing else. Putnam himself took it apart later, using the very argument this essay leans on. Sixty years on, Simon Goldstein and Cameron Domenico Kirk-Giannini argue that conscious language agents would be easy to build if they do not already exist — a verdict about inner life resting wholly on architecture, delivered about systems that have never seen anything.2 (By “functionalism” from here on I mean that charter’s short-arm, program-portable species; the wide kind gets its welcome below.) From “the substrate does nothing” the charter leaps to “only internal organization does anything, so the right program, in any world or none, carries the same experience.” You cannot make that leap. The reason sits in the machinery. Both arguments work as reductios, and a reductio here needs a wedge: daylight between experience and the judgments its owner makes about it. Call that the wedge rule — these constructions bite only where experience can come apart from the owner’s verdict on it. No wedge, no reductio. Chalmers pries a wedge open by swapping parts under one subject’s nose, letting the subject’s own comparisons register the drift. Vary the world instead and the rule finds nothing to work on, because judgment and memory face the world too and travel with it. You can assemble a cross-world case; you cannot make it absurd. The proof stops where its own construction stops, the way a chemist’s assay stops at its clamped temperature.

    Chalmers’ defender has a fair reply: proved principles generalize all the time, and no chemist re-runs the assay for every sample. Quite so — but generalizing past a clamped variable stays safe only while nothing turns on it, and here someone claims that variable makes the seeing.

    And Chalmers saw it. He did not overlook the world; he scoped his principle to internal organization and said so. The slip belongs to the charter’s readers, who wave fading and dancing qualia at every world-shaped doubt. When the world-varying case reached him (Ned Block’s, in a moment), he answered in a single sentence: wearing color-inverting lenses under Inverted Earth’s sky, my internal organization stays as it was, “and my experience will be the same too.”3 Read that twice. It applies the principle where the principle’s own arguments never reached. He does hold independent arguments for narrow felt character; when he needs a world-varying verdict he reaches for those, never for these. Where the substitution arguments run, Chalmers argues and wins. Where the world varies, they go silent, and only the charter keeps talking.

    So run the construction the machinery never touched: fix the organization and move the world. Hilary Putnam showed the method fifty years ago with Twin Earth — same insides, different contents, the difference supplied entirely by the world each thinker plugs into.4 Carry it into color. My phenomenal red consists in my states tracking a certain reflectance,5 so a functional twin among different reflectances sees differently: identical organization, different experience. That rides on the identity as much as on Putnam: Putnam moves the meanings, and the identity moves the seeing with them.

    Or cut the world off altogether: a system assembled in the vat from the start, every mechanism intact, no history among surfaces, fed numbers that touch no wavelength and no object. The computation survives; the world-relations never existed. Does phenomenal red ride along? The charter says yes; the wedge rule says the machinery never reached this far, and the warrant lapsed the instant we unfixed the world. My answer runs the other way: nothing its states reach toward. The norm may count as the system’s own; the address has no far end, so nothing gets presented, and where nothing gets presented there is nothing it is like. The vat runs the syntax of experience with the semantics stripped out, and the semantics carries the felt character.6 A flawless set of books, kept for a business that never opened.

    Chalmers presses the obvious objection, with two books behind it: “The Matrix as Metaphysics” and Reality+, which find a life among bits lacking nothing. A stream of bits is a structured environment, so why count bit-patterns untrackable and reflectances trackable? Split the verdict, then. Where the bits sit at the far end of a causal history the system has stood in, the twin’s verdict applies, not the vat’s: different world, different content, different seeing. The null verdict covers only the case I stipulated, numbers arriving from nowhere the system has ever stood. Either way, what a system sees answers to the world it stands in.

    The sharp internalist will run Chalmers’ machinery exactly where I say it stops, and the move deserves trying: replace my retinas cell by cell with transducers fed identical signals, the world severed, every internal state held. If fading proves absurd there too, hasn’t the internalist verdict been derived after all? Ask which severed system we mean, because this case splits too.

    Cut the cable this morning and my states keep the address their history fixed. I go on seeing — seeing wrongly, a red wall where only a signal generator sits, but seeing. The construction runs there and correctly finds no fade, and the internalist collects nothing: that case decides nothing either way. Now run the clock, and watch what it cannot produce. An unrenewed history degrades what my states present, and by the same stroke it degrades my judgments about them, since those judgments reach for the world along the very traffic that has stopped. The two never come apart — and coming apart is precisely what the wedge rule wants. So I owe no schedule: fast, slow, or by fits, the reductio finds nothing to pry at anywhere along the line. The internalist has not derived his conclusion; he has run a reductio whose absurdity never arrives. I pay that price in the open — the long-severed system’s beliefs about its own experience go dark with it, so nobody sits inside wrongly reporting sameness. Better to hand over that bill now than let it turn up later.

    The sharp functionalist has a reply, and a good one: build the world in. Let the roles run long-arm, out to the red surface itself, as Gilbert Harman proposed when he put the long-arm/short-arm distinction into circulation in 1987.7 I accept the invitation, and it hands me the essay. I count a wide functionalism an ally: we agree on the view and divide over the label. But watch what the width costs. To make a role capture what experience presents, you must write the world-relations into it: the tracking, the coupling, the history. A program carries none of that. Its portability across worlds gave the charter its whole thrill. “The right program suffices” becomes “the right program, plus the right world, kept up the right way” — which amounts to no computationalism at all. My friend may keep the label. I ask only that the shipping be included in the price.

    One escape remains, and I name it rather than hide it: deny the identity — keep content wide, but insist the felt character stays home, narrow, the same in vat and world. Phenomenal internalism: a live research program, held by careful people, and Chalmers’ own position.8 I do not refute it here; I insist only that it cannot borrow fading and dancing qualia for support, since those arguments never touched the world-varying case.

    Now the objection worth real consideration. Ned Block has spent forty years building the counterexample nobody saw coming, and this one, from 1990, remains his best. Inverted Earth: a planet where every color runs to its opposite and the language runs with it, so the locals call their yellow sky “blue.” Slip you inverting lenses, fly you there asleep; lenses and world cancel, nothing looks wrong, and years pass while your states keep their old roles among new colors. Does the sky look any different than at home? Surely not, says Block — so felt character stayed put while content inverted, and my identity fails.9 But Block rests “still looks the same” on the internal role’s not changing, the very question at issue. When the tracked reflectance flips, what you experience flips with it, and so does the memory you would check it against. That step carries my weight, so: color memory stores no private sample held fixed for later comparison. It presents a worldly property, the same reflectance-type perception presents, and stays answerable to the world by the same traffic. Deny the re-anchoring and you must post an inner swatch, kept out of the world’s reach, for the comparison to consult: the very item transparency never turns up. Grant it and the comparison reads “same” either way. You cannot feel the switch, and not-feeling-it means only two things sliding together in register — introspection reports register and nothing past it. Claim just what this earns, then: my view goes unproven, and Inverted Earth stops working as a refutation that does not beg the question. And here, as promised, the wedge rule comes up empty: experience, memory, and judgment all present the world, so move the world and the three move together. Chalmers’ machinery hunts wedges; the world-directed mind never offers one. The real battle joins over the world, and fading never gets that far.

    Stand back and the diagnosis names itself. Functionalism captures the causal machinery of mind with real success, then reaches for the feel of things and closes on a residue it cannot absorb.10 The dualist reads the residue as a ghost, an extra inner property the physical story missed. It reads the other way, and transparency supplies the bridge. Attend to your experience of the tomato and you find the tomato, and the way it presents itself — never a further inner item standing behind it. And transparency hides the world-relation as a relation: the red shows up on the skin of the tomato, never as something you stand in. So when a theory drops the relation, the loss cannot register as “it left out my traffic with the tomato”: that traffic never showed up as traffic. It registers as a loss with nowhere to go but inside. The residue marks the missing world, the lit scene the experience reached toward the whole time. Functionalism looks as though it lost something intrinsic. It lost something relational. And putting the world back makes the theory more physical, not less: surfaces, wavelengths, causal history, all just past the skin. The cure adds no second nature to consciousness; it redraws the mind’s edge, off the skin.

    Keep two deflations apart, though. The missing world explains why functionalism in particular seems to leave a residue. The further question (why tracking this reflectance feels like this) faces every physical account alike, and our first-person concepts take the weight of it. A gap in our grip, not a crack in nature.

    So my computationalist friend and I finally agree on what the arguments rule out: you cannot fade a mind by swapping its parts, or make it dance by throwing a switch. We split on why. He reads it: experience consists in organization, so build the organization and consciousness comes free. I read it the other way: experience reaches for the world, and it would not dance only because its author, the world, held still the whole time. Of course a variable that never moves looks like it does no work. So move it: send the twin abroad, build the system worldless from the start, and the experience the charter promised would sit tight begins to shift — or to lose any settled character at all. He had it right that the substrate does not matter, and right that the qualia do not dance. He had it wrong about why — and the width of the error is the width of the world he stood on and forgot to count.

The absent- and inverted-qualia worries descend from Ned Block’s early pressure on functionalism (“Troubles with Functionalism,” 1978) and, for the inverted case, from Locke’s inverted spectrum and Sydney Shoemaker, “The Inverted Spectrum” (Journal of Philosophy 79, 1982). The two constructions that answer them are David Chalmers’, The Conscious Mind: In Search of a Fundamental Theory (Oxford University Press, 1996), ch. 7, “Absent Qualia, Fading Qualia, Dancing Qualia” — the “principle of organizational invariance.” The fine-grain clause is load-bearing: coarse input-output equivalence does not satisfy it, so Block’s conversational lookup-tree machine (“Blockhead,” from “Psychologism and Behaviorism,” Philosophical Review 90, 1981) falls outside the principle from the start. On the opening paragraph’s complaint: Chalmers argues the invariance principle in ch. 7 while defending naturalistic dualism in the same book, and the principle is framed as a constraint on the psychophysical connection rather than a reduction of one side to the other — fixing experience given organization without making experience consist in organization. A property dualist can therefore hold it, which is why it does not by itself hand the functionalist his conclusion. Nothing in this essay’s argument turns on that, since a construction’s force does not depend on its author’s metaphysics; the point is biographical, and it is why the constructions took me so long to take seriously. The “wedge rule” named in the main text is not Chalmers’ terminology but a gloss on the dialectical form of both constructions: each derives its absurdity from a dissociation between phenomenal character and the subject’s concurrent judgments about it, so each requires a manipulation under which such a dissociation could in principle obtain.
    2. This is the essay’s crux exhibit: the world-varying question was seen, scoped, and, on the wide case itself, decided without the chapter’s machinery.     6. The history lever gets its own hard case: Donald Davidson’s Swampman (“Knowing One’s Own Mind,” Proceedings and Addresses of the APA 60, 1987), a freak molecular duplicate with no past. I follow Dretske’s etiological criterion, refined: ownership of its states arrives at once (they can go wrong for a self-maintaining system), while what they present waits on world-relations it has not yet stood in, and fills in fast among real tomatoes — the split verdict is my refinement, not Dretske’s formulation. Run that criterion backwards and it delivers the long-severed system of the main text. The claim entered there is deliberately conditional and rate-free: whatever an unrenewed history does to what a system’s states present, it does by the same stroke to the judgments that face the world through the same traffic, so the two cannot be prised apart at any point along the line — which is why the wedge rule finds nothing there, and why the just-severed case (address intact, misrepresentation live) yields the internalist nothing. No schedule of decay, and no sharp moment at which the address goes dead, is owed or asserted; the demand for one is the line-drawing demand that faces every naturalistic account of content alike, and it is no more answerable, and no more damaging, here than there. Tye notably demurs, granting Swampman contentful experience from arrival (Consciousness, Color, and Content). Nothing in fading or dancing qualia funds the serene “of course it sees”: Swampman moves the one variable those arguments never moved. The structured-stream objection answered in the main text is Chalmers’: “The Matrix as Metaphysics” (2005) and Reality+ (2022) argue from content externalism, not from narrow content, that envatted terms refer to bit-constituted virtual objects, the Recent/New Matrix asymmetry turning on causal-historical anchoring — this essay’s own machinery turned against its vat verdict. The concession in the text is therefore genuine and not tactical: where a stream anchors states causally, the twin verdict governs, and the null verdict is reserved for the ab-initio case in which no such anchoring ever obtained.   • How Multiple Realization Undid Machine-State Functionalism

    Hilary Putnam founded machine-state functionalism, also called computational functionalism. He later turned its best argument against it. In Representation and Reality, he compared the move to jujitsu: use an opponent’s strength to throw him. The opponent happened to be his own earlier theory. Philosophers admire that sort of candor, preferably from a safe distance.

    He did not hide or minimize his defection in a footnote. Chapter 5 bears the title “Why Functionalism Didn’t Work.” No euphemism there. The whole chapter says where the theory failed.

    The reversal took more than twenty years. It began with a case against brain-state identity, gained a second edge from semantic externalism, and ended as a case against identifying mental states with computational states. The logic becomes easier to see if we take those steps in order.

    The First Turn: One Mental State, Several Physical States

    In the 1950s and 1960s, identity theorists proposed that mental-state types might prove identical with brain-state types. Pain, for example, might turn out to be C-fiber firing. Putnam thought the proposal tied minds too tightly to one kind of animal. Humans, octopuses, and possible extraterrestrials could all feel pain while possessing very different nervous systems.

    His first argument can be stated in three steps:

    1. If pain were identical with one physical-state type, every creature in pain would occupy that physical-state type.
    2. Creatures with very different physical designs could all feel pain.
    3. Therefore, pain cannot be identical with any one physical-state type.

    This argument does not deny that every actual pain has a physical realization. It denies a type identity. A human pain and an alien pain may each depend on physical activity without depending on the same physical kind.

    Machine-state functionalism offered an attractive replacement. Define pain by the role it plays, not by its material. Ask what tends to cause it, what it tends to cause, and how it interacts with belief, memory, and desire. Different physical systems could occupy the same functional state, much as different computers can run the same program. Putnam had freed the mind from one material by giving it an abstract job description.

    The Middle Turn: The World Helps Fix Content

    In 1975, Putnam published “The Meaning of ‘Meaning.’” Its Twin Earth story added a different pressure. Imagine two internally matching people in 1750. One lives on Earth among H₂O. The other lives on Twin Earth among XYZ, a liquid that looks, tastes, and behaves like water. Their internal states match. Their words do not refer to the same substance. The Earthling’s “water” reaches H₂O; the twin’s reaches XYZ.

    This result did not yet amount to Putnam’s full case against functionalism. The paper focused on linguistic meaning and reference. Still, it established a limit that any internal machine theory would have to respect: what a state concerns can depend on relations outside the thinker. Matching inner organization does not guarantee matching content.

    By 1988, Putnam joined this externalist result to his older multiple-realization argument. The result was the promised jujitsu.

    The Second Turn: One Mental State, Several Computational States

    Machine-state functionalism had rejected the demand for one physical type per mental type. Yet it still treated mental states as computationally defined states. Putnam now asked why a shared belief should require a shared computational organization.

    Consider two people who both believe that many cats live nearby. One counted paw prints in the garden. The other heard nightly cat fights. They may speak different languages, hold different background beliefs, and draw different inferences from what they believe. An alien could share the belief through a cognitive design unlike either human system.

    Different routes into the belief would not settle the issue. A machine can reach the same state by several routes. A machine state gets its identity from its place in a transition structure: which inputs and internal states lead to it, and which outputs and further states follow from it. Differences in language, background belief, and habits of inference can change that entire pattern. Across sufficiently different thinkers, the computational state spaces may not even map neatly onto one another. Yet we may still have good reason to interpret the thinkers as sharing the belief.

    The second argument has the same skeleton as the first:

    1. If believing that many cats live nearby were identical with one computational-state type, every possible thinker with that belief would occupy that type.
    2. Possible thinkers can share that belief while occupying states with different transition roles, perhaps within computational systems whose state spaces cannot be mapped onto one another.
    3. Therefore, the belief cannot be identical with any one computational-state type.

    Putnam called functionalism’s contrary assumption its “Achilles’ heel.” It had denied one brain-state type for every belief across species, then quietly kept a one-state-per-belief picture within each organism. But learning histories, cultures, languages, and styles of thought vary within our species. Possible thinkers could vary far more. The same content can cross those computational differences.

    A functionalist can answer by replacing one state with a class. Put every computational state that counts as believing that cats live nearby into the same box. The states need not match internally; they need only belong to the right equivalence class.

    Now ask what puts them in the box. The rule must decide when cat, meew, and an alien signal concern the same animals. It must separate an unfamiliar belief from a familiar belief expressed in an unfamiliar way. In short, it must interpret the thinkers before it can sort their computational states. The proposed reduction then moves in a circle. It explains shared content by membership in a class, but identifies the class by deciding which systems share the content.

    A functionalist may insist that some objective equivalence relation exists even if no finite thinker can find it. Putnam need not prove otherwise. Machine-state functionalism needs a rule stated in computational terms. An endless list built from prior acts of interpretation would only record our semantic verdicts. It would not reduce them to computation.

    The problem runs in the other direction as well. Twin Earth gives us internally matching systems with different contents. If their internal physical organization matches, their internal computational organization can match too. Yet one “water” state concerns H₂O and the other concerns XYZ. No formal transition inside either system settles that difference. The environment does.

    The two arguments work in opposite directions. Multiple realization challenges necessity. Twin Earth challenges sufficiency:

    • Same content, different computational states: no particular internal computational-state type is necessary for that content.
    • Same internal computational state, different content: no particular internal computational-state type is sufficient for that content.

    The first point defeats the demand that every instance of a belief share one computational type. The second defeats the claim that occupying a computational type fixes what the belief concerns. Together they block the one-to-one identity proposed by simple machine-state functionalism.

    What the Argument Does Not Show

    The conclusion needs a fence. Putnam’s argument rejects the constitutive identity just defined. It does not deny that brains compute, that computational models explain parts of cognition, or that an artificial system might think. The modest claim that computation contributes to thought remains untouched.

    Nor did Putnam dispose of every wide form of functionalism. A theorist may let the relevant role extend through the body, environment, social practice, and causal history. Putnam considered such a sociofunctional rescue. It accepts much of his externalism and abandons the picture of an isolated program running inside one skull. It may still count as functionalism. But formal computation alone no longer fixes the content. The world-involving relations now carry part of the load.

    Putnam also offered a separate argument about implementation. Under a permissive mapping, an ordinary physical system can count as realizing any finite automaton. The philosopher David Chalmers later required the system’s causal structure to mirror the formal transitions. That reply may secure objective computation and block the cheap mappings. Grant it. The semantic problem remains: a genuine computation does not determine its own reference merely by running.

    My View

    Putnam supplies the negative result: formal computation cannot by itself tell us what a state concerns. My positive account goes beyond his. A world-involving producer-consumer history—through learning, selection, or both—may fix a representation’s accuracy conditions: what it concerns and what would make it mistaken. That can establish content at the level of a mechanism without a separate proprietor. Whether the larger system thereby believes, understands, or acts depends on a further question: how the state participates in the system’s integrated cognitive organization.

    Neither a world-involving history nor cognitive integration requires carbon. An artificial mechanism could acquire non-derived content, and an artificial system might think by means of it. Silicon may qualify; an abstract program, considered only as a formal transition structure, does not.

    Multiple realization first freed mental states from one physical material. Properly followed, it also frees them from one computational form.

  • Functionalism Leaves Out the World

    Why a theory of inner wiring can’t say what it is like to see

    Every conscious experience points at the world. You see a red apple, you fear the dog in the yard, you think of a friend’s face, and each time your mind reaches outward and takes hold of something beyond itself. You should find it self-evident that your states are always about the world, which includes not only your surroundings but also your body. This “aboutness” runs through the whole of the mind. It is called the mark of the mental, and it turns out to be the key to everything that follows.1

    Now set that beside one leading theory of what a mind is.2 The mind, according to this theory, is what the brain does, not what the brain is made of. What matters is the wiring — the working parts and the particular jobs they perform. An input comes in, the inner states pass it along, and an output goes out; get that pattern right, in flesh or in silicon, and you have a mind. The material does not matter; only the pattern does.

    Call this view functionalism. A great deal of it is right. The brain really does work like a machine, its parts really do have jobs, and you really could build the very same organization inside a robot. So far the theory stands on solid ground.

    But look where it draws its line. It draws the line at the skin, speaking only of abstract inputs, outputs, and inner states, all of them inside the head. The actual physical world outside never enters the story; the theory maps the wiring and then stops. And there is the trouble. The mind points at the world while the theory stays in the head, so it leaves out the one thing that makes a thought a thought about the world. It keeps the reaching and loses what the mind is reaching for.

    This is exactly why the theory gets stuck on the hardest question about the mind — consciousness itself, the feel of things. What is it like to see red, or to taste salt? No functionalist wiring diagram seems to capture it, and the feeling slips through the net every time. So some philosophers conclude that the feeling must be some additional inner glow, sitting on top of the wiring — a private, personal light that science may never manage to reach.3

    I am convinced it is nothing of the kind. The feeling is not an extra thing hidden away inside you; it is the world your mind was pointing at all along. Think it through. What is it like to see red? It is like seeing a red thing — a ripe tomato, a stop sign, fresh blood. Now take the world away and ask what remains. Nothing remains. Of course nothing feels like anything once you have thrown out the very thing the seeing was of. You did not discover a gap in nature. You left the world out.

    So the repair is simple: put the world back. The red you see is a real feature of the thing in front of you — the particular way its surface throws back the light.4 Your mind reaches for that feature, and the feel of red comes down to that reaching, aimed at that object of that color.5 Change the color out there and you change the experience of it; hold that color steady, and the feeling holds steady too.

    And here is the turn that should surprise you. Putting the world back makes the mind more physical, not less. The world is no ghost. It is more plain, ordinary stuff — the surfaces and light and things a living body has to deal with, all lying just past the skin.

    Functionalism was never too bold. It was too shy. It shut the mind up inside the skull, and then could not explain a thing that lives half outside it.

    The rehabilitation of functionalism comes at a price, however. Once you let the world back in, you give up the tidy dream that a mind is just a program — a pattern you could run anywhere, in any box, cut off from everything. The system needs a real body, in a real world, and a real history of dealing with the things in it. You cannot buy that with clever code in a sealed box. So the very move that saves the theory breaks its boldest and most hyped AI promise of conscious computers.

    But perhaps all is not lost. Perhaps we can build a robot that lives out in the world, embodied and grounded in it, such that it can have a mind directed toward it, with mental states about it. The question then becomes what do we mean by such a robot that lives out and about in the world. I explore this question in my book.

  • Intentionalist Direct Realism

    A strawberry sits on a white plate. You look at it, and you see it — the seeds, the shine, the red.

    Some readers take that for the most obvious thing in the world. Others hear the opening of a long argument, and a long philosophical tradition stands behind the doubt. Philosophers have questioned the sentence for centuries — not the berry’s existence, and not that you have some experience or other. They doubted the little word it. Do you really see the berry? Or do you see something else, something closer in, and take the berry on faith?

    This essay lays out the third answer and shows how it works. I will not argue for it here, or fight the rivals. I want the view itself on the table, stated plainly, because most people who reject it reject something else.1

    What everyone agrees on

    Light reflected by the berry reaches your retina and sets off neural activity all across your visual system. The details keep vision scientists busy, but they do not settle what you see.

    The question concerns not what causes your seeing, but what you are aware of. A causal chain can run as long as you like without making perception indirect, in the sense that matters. When you shake someone’s hand, nerves fire the whole way up your arm. You still shook their hand.

    So set the machinery aside. The live question has two parts: what you perceive, and how the experience relates you to it. Three answers compete. Does perception first acquaint you with an inner item? Does the berry itself help constitute the experience? Or does experience present the berry, with nothing standing in the way?

    The two familiar answers

    One tradition locates the immediate object of awareness in an inner item, called a sense-datum in its influential twentieth-century versions. The berry causes that item. Your awareness of the berry then runs through your awareness of it. Call this the indirect view.

    A second tradition agrees that you perceive the berry itself, then adds a stronger claim: the berry and its visible properties partly constitute the experience. The seeing depends for its very existence on the berry being there. Take the berry away and you have not got a mistaken experience. You have got a different kind of state altogether. Call this the relational view; John Campbell, Bill Brewer, and William Fish defend its modern forms.2

    Both traditions deserve respect, and careful people hold each. I think a third answer beats both.

    The third answer, in one sentence

    Perceptual experience is about the berry, the way a thought is about what it concerns. Being about something does not require having it inside you.

    Aboutness does the work

    Think about Paris. Your thought is about Paris. It is not about your thought, and it does not contain Paris — no streets, no river. Yet the thought reaches Paris well enough for you to be right or wrong about it. If you think Paris is on the coast, you have made a mistake about Paris, not about some private Paris-substitute in your head.

    Philosophers have a name for this. A mental state counts as intentional when it points beyond itself.3 Beliefs do. So do desires, hopes, fears, and memories. Directedness of this ordinary sort raises hard questions, but nobody insists that your memory of your mother must contain a small mother.

    Perception, the proposal runs, belongs to the same family. Seeing directs you at the world, and the berry is what your seeing concerns.

    One member of the family, though, with its own signature. Visual experience is conscious, it happens from a point of view, and it can present detail for which you hold no concept at all. You can think about the berry without occupying any viewpoint on it. You can only see it from one.

    Content is a way of presenting, not a thing seen

    Right here the view gets mistaken for the view it rejects, so let me go slowly.

    Two hikers stand on opposite sides of a mountain. Both see the same mountain — one mountain, no dispute about that. But each sees it from somewhere: this slope steep and near for one, that ridge falling away for the other. Same object, two contents. Neither content is a third thing standing between a hiker and the mountain. Each specifies how the mountain shows up from where that hiker happens to be. Neither hiker sees a second mountain, and neither sees the mountain any less than the other does.

    The content adds no second mountain, and neither hiker sees or inspects it. It specifies how the one mountain shows up from where each of them stands. Philosophers argue about what contents themselves are. Propositions, properties, something more exotic — nothing here turns on it. The point stays narrow. Content never plays the part of a second object set between the hiker and the mountain.

    Perception carries content in this sense. Your experience presents the berry as red, as glossy, as sitting a foot from your hand. That presenting adds no further object between you and the fruit. It supplies the way the fruit comes to you.4

    One caution, since the hikers might mislead. Perceptual content need not be built from concepts you possess. You can see that two nearby shades differ even when your color words classify both as plain red. Vision distinguishes and presents more than your stock of concepts can capture.5

    So “direct” and “representational” are not opposed, though almost everyone assumes they must be. The old picture treated a representation as a thing — a picture, a copy, a proxy. Such a thing between you and the world really would block the view. But asking whether you see the content instead of the berry mistakes a way of presenting for a thing presented.

    What “direct” means

    “Direct” gets asked to mean too much. Here it means one thing: in successful perception, no inner object stands in for the outer one. You do not inspect a private picture and reason your way outward. You encounter the berry, full stop.

    Three things it does not mean, all of them regularly assumed. Not infallibility: you can misperceive a berry as thoroughly as you can misremember a phone number. Not causal immediacy: the light takes time, and the neurons take longer. And not a guarantee that the world matches its look in every respect: the view offers none.

    What it does say is narrow. When perception goes well, you encounter a mind-independent object and its properties rather than a stand-in.6

    That last phrase carries the realism. The berry does not depend on you. It had its shape, its surface, and its red before you walked into the kitchen, and it keeps them after you leave.7

    What intentionalist direct realism buys

    Three cases have tempted philosophers toward inner objects through much of the history of writing about perception. Watch what happens to each.

    Error becomes ordinary. A stick half in water looks bent. On the indirect view something really does bend, an inner item, and now you owe an account of that strange bent thing. On this view nothing bends. Your experience presents the stick as bent, the stick runs straight, and the experience gets it wrong. That is all. Misrepresentation happens constantly, false beliefs work the same way, and no false object is needed to build a false belief out of.

    Hallucination stops being a puzzle about objects. Someone hallucinates a berry: the experience presents the scene as containing a berry, and no berry sits there. On the account used here, the content neither contains nor depends on any particular berry. It says how things stand in front of you. So it can run on its own, unanswered by the world. Nothing mysterious in that. Sentences manage it, maps manage it, and so do beliefs about people who turn out never to have existed.

    Perspective stops being embarrassing. Seen from the side, the coin does have an elliptical look. That look is real. Its own shape stays round, and the ellipse is a matter of viewpoint. So I am not denying the ellipse. I deny only that it belongs to some further object. Your experience presents a round coin seen obliquely, and both halves of that are accurate: the coin is round, and this is how a round coin looks from here. The elliptical look lives in the way the coin is presented, not in a second elliptical thing set between you and it. You met the same machinery on the mountain.

    The cases now fall into place, each in its own way. In illusion, something there gets presented inaccurately. In hallucination, the content runs without the particular it purports to be about. In perspective, something there gets presented accurately, from a viewpoint. One framework marks all three differences, and none of the three needs an inner object.

    What the view does not say

    Two boundaries, because readers often credit the view with claims it never makes.

    It does not, by itself, say that phenomenal character, the felt quality of your experience, consists in representational content. That further and stronger claim answers a different question, and one can hold this view of perception without it.8

    Nor does it make the berry a constituent of your experience. That belongs to the relational view above. The berry figures as what a successful experience concerns, not as a part the experience gets built from. The difference shows up at once in hallucination: remove the berry and you keep a state with the same content and no object, rather than landing in a different kind of state entirely.

    The view, restated

    Perception directs you at the world, in the same broad family as thought. Experience carries content, and content supplies a way of presenting things rather than a thing presented. So nothing stands between you and the berry. And because content can fail to fit the world, perception can go wrong without anyone inventing an inner object for it to go wrong about. That is the whole apparatus.

    You are looking at a strawberry. Your visual system is working hard on your behalf. None of that work is what you see.

    You see the strawberry.

His answer to the question of what makes a mental state mental, in Psychology from an Empirical Standpoint (1874), Book Two, ch. 1, was directedness upon an object. Two notes for a modern reader. Brentano’s “intentional inexistence” does not mean nonexistence; the word invokes inesse, existence-in, and the 1874 text speaks of the “immanent objectivity” of the object of a mental act. On one influential reading of that text, adopted here, the object of a mental act enjoys a kind of immanent existence within the act — though the reading has its dissenters, and Brentano himself gave immanent objects up in his later reism. The modern intentionalist inheritance drops the immanent object and keeps the directedness, treating it as a feature of the state rather than as an inner item, which is the reading used in this essay — a departure from at least the early Brentano, and worth marking as one. Second, “intentional” in this sense has nothing to do with intending or acting on purpose, an unfortunate homonym that has been confusing readers for a century.

The distinction between a representation’s vehicle and its content is the load-bearing one here, and Fred Dretske illustrates it memorably in Naturalizing the Mind (Cambridge, MA: MIT Press, 1995), 36–38: a book of blue-dog stories contains nothing blue and nothing canine, and inspecting the cortex of a subject experiencing blue dogs yields only “electrical and chemical activity in gray, cheesy brain matter” (36). The transparency observation supplies phenomenological support for the directedness claim: introspection of visual experience returns the qualities of the scene rather than any felt quality of the experiencing. McDowell resisted the conclusion and still gave the contrast its sharpest form: color words “express concepts of bands on the spectrum, whereas Evans’s thought is that colour experience can present properties that correspond to something more like lines on the spectrum, with no discernible width” (Mind and World [Cambridge, MA: Harvard University Press, 1994], 56). Strictly, content counts as nonconceptual when a subject can undergo it without possessing the concepts needed to specify it; fineness of grain is the influential argument for that status, not its definition. The caution in the body matters because the hikers illustrate mode of presentation with an example a subject could describe, and perceptual content is not generally like that. Nothing in the position endorses a Given insulated from the conceptual order.

The author’s wider account grounds perceptual content teleosemantically, a further commitment not developed in this essay; Searle, by contrast, prefers intentional content with conditions of satisfaction and remains cool toward naturalized-semantics programs.
