John Searle

John Searle (1932–2025) taught philosophy at the University of California, Berkeley, from 1959 for over half a century, and made his name three times over: in philosophy of language with speech act theory, in philosophy of mind with the Chinese Room and biological naturalism, and in social ontology. His 1980 paper “Minds, Brains, and Programs” introduced one of the most famous thought experiments in the philosophy of mind and permanently altered the terms of debate about artificial intelligence. He died in September 2025, at ninety-three.

Key Positions

The Chinese Room argument. Searle’s “Minds, Brains, and Programs” (1980) presents the thought experiment that has defined debates about AI and understanding. A person locked in a room manipulates Chinese symbols according to elaborate rules, producing appropriate responses to Chinese input without understanding a word of Chinese. The argument: formal symbol manipulation (computation) cannot by itself produce semantic understanding. The man in the room passes the Turing Test without comprehending anything. Syntax does not suffice for semantics.

The syntax-semantics gap. Searle’s broadest and most durable contribution: computation is defined over the syntax of symbols, their formal and structural properties, and syntax is not semantics. No amount of symbol manipulation, however complex or extensive, generates meaning or understanding from the manipulation alone. This formulation is independent of the Chinese Room and survives replies to the thought experiment.

Observer-relative computation. In “Is the Brain a Digital Computer?” (1990), Searle argues that computation is not an intrinsic feature of physical systems but an observer-relative description. We assign computational descriptions to physical systems under interpretations; the systems themselves, considered intrinsically, are not digital computers. The brain is a biological causal system. We can describe it computationally, but the computational description neither equals nor captures what the brain does as a physical-causal system. This argument supplements the Chinese Room: not only does syntax fail to generate semantics, but computation itself is the wrong kind of fact to ground anything intrinsic.

Intrinsic and derived intentionality. In Intentionality (1983), Searle distinguishes two grades of aboutness. Intrinsic (original) intentionality belongs to mental states in their own right. Derived intentionality belongs to artifacts such as words, maps, and symbols, in virtue of their use by minded beings. The Chinese Room operates with derived intentionality only; genuine understanding requires intrinsic intentionality.

Biological naturalism. Searle’s positive account: lower-level neurobiological processes cause and realize consciousness as a higher-level feature of brain systems. Consciousness remains biological and ontologically irreducible on his account, though it introduces no second substance or realm. Programs do not suffice merely as programs; an artificial system would need to possess the relevant causal powers rather than merely model them. That claim is stronger than functionalism, but it does not by itself prove that only carbon could realize consciousness.

Simulation vs. realization. Searle deploys the simulation/realization distinction against the Brain Simulator Reply and other responses to the Chinese Room. A perfect simulation of a hurricane does not make you wet; a perfect simulation of digestion digests nothing. Simulating a brain’s computational processes does not realize what the brain realizes. My View

Searle supplies several of the book’s sharpest instruments, but each now carries a bounded assignment. The Chinese Room establishes that operator-level formal rule-following and fluent output do not establish understanding; it does not defeat an implemented whole that genuinely realizes content-bearing, integrated cognition. His observer-relativity argument succeeds against unconstrained implementation mappings, while the book grants that disciplined, intervention-supporting causal-computational organization can belong intrinsically to a system. And the simulation/realization distinction poses a real question about causal powers without letting the word simulation decide whether a concrete implementation realizes a mind.

The deepest departure concerns biological naturalism and the hard problem. Searle treats consciousness as caused by and realized in neurobiology while retaining its first-person ontology and ontological irreducibility. The book instead adopts a Type-B identity: phenomenal character consists in the complete world-presenting intentional profile of a conscious state. Correlation or cross-level causation cannot retire the explanatory bridge; identity can. Biological naturalism can remain wholly naturalistic and anti-dualist, but it structurally cannot make the identity-based deflation on which the book depends.

No biological substrate receives a monopoly in advance. An artificial or virtual system could qualify if it actually realized the relevant content-fixing history, producer-consumer organization, integration, perceptual mode, and poising. That is not generic multiple realization by program identity; recurrence has to be shown capacity by capacity. The book therefore keeps Searle’s bounded diagnostics, rejects both biological exclusivity and abstract-program sufficiency, and develops its positive account through representational identity, teleosemantics, and world-involving organization.
